I'm not really sure what the dot is, i think it was just a bit of dust or something on my scanner.
And i did notice that the colouring's quite messy on this one. I didn't have the hardness and brush size right, also the original pic was much smaller, but i had to enlage it to post it. So i didn't notice the mistakes as much when it was smaller
The background looks fairly simple, as there is grass and a light-blue sky with thick white clouds. It fits the chibi-ness because it's childdish. ^^ I also really like her cute smile!
Ah, but there's one thing that I want to ask you about. It's the black dot on the middle of her sweater, what is it?
A thing you could improve on is drawing within the lines. What program do you use for the colouring? I think you used the wrong tool to colour in. The soft brush is good for the background, but it doesn't do good for the character. The character needs a neat colouring.
